Er...this refers to the difference in premium by age.

So, for instance, a 55 yr old could pay a premium that by law would be limited to be no more than 5 times the premium paid by a 19 yr old for the same policy, with the same coverage, etc.

This makes a lot of sense actually, since most health care costs are for older people, and older people also earn *far more* income than younger people.

But older people pay already pay much higher premiums *right now* in the individual market.

And large-group policies (employer provided) will be largely unaffected by reform.

In any case, under reform, premiums will be &quot;affordable&quot; by income.  Specifically, if you have a modest income, taxpayers will subsidize your premium in a large way, leaving you with a managable, small premium.

Guess who this will help the most actually.  Yep, lower income people who are older and in the individual or small group markets.</description>
